    STARBUCK–A residential fire, suspected to be started by an electrical malfunction, gutted 104 W. Main here Wednesday night.     DAYTON– Columbia County Treasury is now accepting applications for a deferral of real property taxes from eligible business taxpayers. Under a new state law passed on April 16, businesses that have lost revenue during the COVID-19 pandemic may qualify for a deferral of their 2021 real property taxes. Businesses applying for the program and establishing a payment plan with Columbia County Treasury will not have penalties and interest applied to their taxes due, as long as the business remains compliant with the terms of the payment plan.     DAYTON–A 59-year-old Kennewick man was injured April 14 in a one-vehicle rollover 20 miles east of here. Eric D. Brown was injured and transported to St. Joseph Regional Medical Center after the 1989 Winnebago he was driving failed to negotiate a curve in the vicinity of 2134 Tucannon Road, struck a dirt embankment and rolled, according to the Washington State Patrol. Brown was wearing a seatbelt and the State Patrol reported that drugs or alcohol are allegedly involved. Charges are pending, the report indicated....
