    DAYTON–Both the City and County have opted in to adopt legislation at a future date for sale/use tax allocation for affordable and supportive housing in response to Washington State Substitute Bill 1406.     Twenty-two-year City of Dayton employee Dave Elkins was honored with a reception last week upon the occasion of his retirement. Elkins beat out 119 other applicants in 1997 for a job on the city garbage detail, and wrapped up his career as one of the City's valued Public Works employees.     DAYTON–A 64-year-old Walla Walla man died Saturday in a single-vehicle accident on Little Goose Dam Road at Riviera Road in Columbia County. According to the Washington State Patrol, Pedro Ayala Barroso was fatally injured when the 1974 Chevrolet pickup in which he was riding failed to negotiate a curve about 8.2 miles east of SR 261, and struck a rock wall.
