Dayton Library approves interlocal agreement

DAYTON–The Board of Trustees for the Columbia County Rural Library District (CCRLD) approved an interlocal agreement with several area libraries during the December 16 board meeting allowing reciprocal borrowing privileges for card holders. Also approved was the Library Card Agreement for card holders and the Patron Code of Conduct. Tabled until next month was the approval of the Three for Me Card program for minors. Library Director Ellen Brigham provided a brief update about programs during her report.

An interlocal agreement was presented to Board and was approved between the CCRLD with the libraries of the City of Richland, the City of Walla Walla, Columbia County Rural Library District, Mid-Columbia Libraries, and Walla Walla County Rural Library District. The purpose of the pilot project agreement is "to expand the opportunities for its library patrons to utilize library services when they are outside of their respective cities" and "to explore the creation of a reciprocal borrowing process that would allow their respective patrons to borrow library materials in-person from the other participating libraries under the same conditions that apply to resident patrons."

The agreement begins January 1, 2025, and extends until April 30, 2026. Every quarter during this period, each participating library will share data with the others both the number of cards issued under the agreement and materials checked out with them. Library Directors are to report numbers to date to their respective Boards by January of 2026.

The Library Card Agreement for patrons to obtain borrowing privileges and the Patron Code of Conduct. However, the board tabled the Three for Me Card program for minors to allow room for discussion and review of the policy next month.

Brigham presented her Director's Report with an update on library programs and reports on patronage. The Laser Tag program had 37 attendees with strong attendance at Toddler Storytime and the Virtual Author Talks. This month the library has also hosted cookie decorating and movie showing events.

The next board meeting is scheduled for the fourth Monday, January 27, 2025, instead of the third since it is Martin Luther King Jr. Day.
